How I wish I had seen the posts here earlier. It is exactly what you said. But only when users have such problem will they goodle it and come here to find out that they've been cheated.
The following is from a dialogue between me and one of Net10's customer service persons through their live chat system after I posted an issue and received a private message from them. Have a look.

me: I bought the 1000min plan but cant make intl' calls
S: Let me check your account. Please give me a minute.
S: I am sorry to inform you that the plan you have added does not include international long distance calling.
me: why is this? your webpage says the plan has intl calling
S: No, it doesn't include ILD service.
me: so what kind of international calls can I make then?
S: You can visit our website at http://www.net10.com, to check the available airtime cards that include international long distance calling.
me: No, this is fraud. Your ad didn't say anything about ILD. It just says internatinal calls.
me: 1000Minutes$2530 DaysInternational CallsAuto-RefillPicture MessagingWeb / Email and call 411
me: And there is no fine print about the details
Then service person just shut me off. I have a screenshot if anyone has any doubt.
